This paper examines the impact of tax relief policies on preventing tax foreclosures in the aftermath of the 2008 recession in Detroit, Michigan. Despite the implementation of the Poverty Tax Exemption, aimed at aiding low-income homeowners, many still faced dispossession due to tax foreclosure as procedures placed the burden of learning about and applying for the exemption on homeowners.
